Received yesterday the following from Canton No.4. With reference to your telegram No. 3. Position is approximately as follows. Chinese complain that Macac is reclaiming land buoying harbour and placing gun which menaces Chinese territory.
As this is contrary to agreement that status quo
be maintained pending delimitation, and as their remon- strances have been treated with scant courtesy hitherto, they, after consulting North, sent war vessels and troops to. emphasize protest (?s but) they allege without aggressive intentions.
Yesterday (? Minister of Interior) Wu promised to refrain from further action until Lisbon had been communicated with.
It is claimed by Portuguese that they are entirely within their rights and that despatch of vessels and troops is unfriendly.
